Is it possible to add separate footer template?

I’m making a framework, and I want it to be able, via the theme customiser, to change the header and footer’s templates then, after creating a page select a template from the list that only affects the sidebar’s and content areas.

for example I want a two column, three column and four column footer widget area but don’t want three copies of every template.
