IPs are Locked Out From Login // Versus Logins and Logouts

Hello,
I have a questions about IPs that are trying to log into my site. There is one particular bad range of IPs that are trying to log in. I was hoping they would be caught by my strict policy 3 tries and your out for 2 months deal so I decided to remove them from the advanced blocking tab where 459 attempts where made.
The count duration for incorrect tries is one day so at the most stringent. But some are able to evade that time after time.
One particular IP tried “admin” on my site 7 times in one day but never ended up on my “Blocked IPs” page.
All this activity showed up on the “Logins and Logouts” tab which has me confused. Why are so many unsuccessful attempts by various IPs listed here never “sent” to “Blocked IPs that are Locked out from Login”?
I have almost everything checked especially “immediately lock out invalid usernames” and “immediately block the IP of users who try to sign in as these usernames” where I have the word “admin” in the box.
