Put it directly in your index.php file (or all files if you have seperate categoty.php, single.php, etc. in your theme). Just add it as a permenant parapgraph somewhere in the body tag - where exactly will depend on your theme, but typically after the header and sidebar includes.

It makes it hardwired - but unless it is going to change a lot, that should do it.

You can get a little more fancy, if you want to though. For example, I have the category descriptions automatically echo'd on my category pages.

    http://memetic-selection.no-ip.info/?cat=3
    http://memetic-selection.no-ip.info/?cat=12

through the use of template tags - but if all you want is a simple greeting, hardcoding a paragraph will do you just fine.

Perhaps you could use a "sticky" plugin like Adhesive.
