Are there any talks of Having All In One SEO being integrated into WP so that bloggers will not have to maintain a separate SEO title and description for their content.

I doubt it. Some themes already have inbuilt SEO options.

And given that everyone's pissy about how BIG WordPress is, I doubt they'd want to add the overhead :) This is plugin territory if it's needed at all.
