insufficient permissions and missing publish and update buttons (1 post)

    I'll spare you the lengthy backstory initially and just give you the latest details:

    I just did a fresh install of wordpress 2.9.2 in a subdirectory of one of my existing sites, which is already running wordpress in a separate subdirectory. I did this to try and resolve some 'insufficient permission' problems.

    This fresh install still has the main problem that the original install and the 3.02, 3.02, andd 3.03 installs I've tried this week had = when I click 'add a new page' or 'add a new post' there is not right hand column of widgets - no publish button, no categories, etc.

    YES: I have made sure that the screen options are set to two columns ,not one.
    YES: I have upgraded to php5
    NO: I have no active plugins and no themes installed.

    I also tried this with WP 3.0.1 and got this same problem and in addition when I clicked on 'header' or 'background' to customize the twentyten theme, I got an 'insufficient permsissions' error.

    I've also tried increasing the php limit from 20M to 32M in the PHP.ini file.

    I've checked the read/write settings - although I'm not sure I've looked at them for the right files to solve this particular problem.

    I've tried using 1 click install. I've tried doing it manually with FTP. I've tried it with and without themes.

    I must be doing something wrong on the install, or there is some reason why having multiple installs in separate sub folders - all with their own db is a problem?

    Any ideas what I'm doing wrong?

    P.S. HOST - mediatemple.net, which is a 'grid service' host - not your typical shared host. However, I have 7+ other sites running WP 2.9 and 3.0 with themes and none of them are having this issue.

    P.P.S. this all started when I tried to upgrade from wp 2.9.2 to wp3.03 in my original, active wp install at http://www.wepbrocreative.com/wp.

    P.P.P.S. if it helps, here is how I'm doing the install:
    1) download fresh 2.9.2 wordpress from official site.
    2) create new subfolder in my domain (wpc6). The orignal instance was in the subfolder wp - that is how I always install and then ususally I move the index.php and .htaccess and update them so that the blog page is the home page even though it is installed in a subfolder. I did not do that with these new install tests - just loaded them to a subfolder period.
    3) go into mediatemple and create a new database dbxxxxxx_wpc6 (in past attempts, I have also created new db users, but in this most recent case, I am just using the default db user because that user has access to all db in my hosting account.)
    4) download and edit the wp-config file:
    - put in the db name: dbxxxxxx_wpc
    - put in the db user name dbxxxxxx
    - put in the db password
    - create the new authentication keys (auth_key, secure_auth_key, and logged_in_key)
    - save and upload this as 'wp_config.php' to the wordpress folder
    5) go to http://www.webprocreative.com/wpc6/wp-admin/install.php
    6) enter blog name and email address
    7) log in
