I've followed the installation instructions to the letter and have installed 3 versions prior with no challenges, but this version 3.1.1 is not liking me.
I run the install.php script in the browser and it keeps taking me to an internal server error. I'm perplexed. I have the config.php setup with the DB name, DB username, PW and localhost info.
any clues?

I have a similar issue. I extracted the files to the desktop. I try to open install.php in IE 8 and it wants to download a file. It doesnt take me to a install page or anything like the readme file says.
You are suppose to install wordpress on server a host server or install a wamp or easyphp locally on your computer.
