Installing WordPress for a Chinese client

    Hi!
    I am building a WP Multisite for Taiwan and NE Asia use. I only know English and will be Taking care of the administrative end of the website. I would like to have the dashboard in Chinese for people who join the multisite. It will be using many WPMU Dev plugins, including MarketPress. So my questions are:
    1. Is there a way to have wordpress dashboard in both English and Chinese?
    2. Would it be better to use a Chinese or English wordpress install?
    3. Will English plugins work on a Chinese WordPress install?
    So 3 answers for 3 questions and any extra feedback will be helpful!
