Either the database username or password in your wp-config.php file is incorrect. You’ll find define('DB_USER', ''); and define('DB_PASSWORD', '');in that file, and your values in the empty single quotes must match what your webhost provides.

You should also confirm that localhost is the proper value for the DB_HOST setting in wp-config.php. Some hosts (DreamHost comes to mind) don’t use localhost but instead provide a different value.
