   When I start wp-admin/install in Explorer I get this:

   Error: PHP is not running
   WordPress requires that your web server is running PHP. Your server does not have PHP installed, or PHP is turned off.

   What to do.

   You don't have PHP installed on your 'server'. I'm assuming you're trying to open the files locally on your desktop and not your web server.

   You should put WordPress on your webserver.
