Installation problem, WordPress on IIS 6 - won't run install.php (1 post)

I am attempting to install WordPress on a new site, with a new IP. PHP, 5.25, MySQL 5.0 and PHPMyAdmin are installed on the same machine, but at a different IP address. I've unzipped the WordPress files into the folder of the new site, http://tampabaymortgagecrisis.org/. I've tested the site and PHP, and all is working fine. I've run a PHP info file test from the root of the site...All is OK. I've downloaded, installed Fast CGI and configured it. I've made sure that the config file for WordPress has the IP address of the MySQL server....same machine, just a different IP. I've created a database, user and ID and put that info in the config file for WordPress, and still I cannot run the install.php file.

I've tried two ways to get to that file....
    1. http://tampabaymortgagecrisis.org/wp-admin/install.php (different IP than the one below, same machine)
    and
    2. http://131.247.45.183/wp-admin/install.php (that IP is the IP that MySQL is associated with)

No. 1 gets a "no input file specified error."
No. 2 gets Cannot connect to database, and lists three possible causes....but at least it's a WordPress error.
Are you sure you have the correct username and password?
Are you sure that you have typed the correct hostname?
Are you sure that the database server is running?

But I need to access WordPress when typing in http://tampabaymortgagecrisis.org/ and not the other IP address.

Can anyone help me PLEASE.....I really need to get this working, and this is the server I have to put it on.
