At the end of the installation a message saying installation failed
Post 80 is being used. But the control Panel was install.
when I type http://localhost/xampp/aplash.pnp in the browser the browser returns a page that say.
"The page cannot be found, and HTTP 404-File not found
    Internet Information Services".

You can run IIS web server, or you can run Apache web server, but you can't run both on the same box.

You will need to consult one of the may tutorials for the installation and configuration of xammp. There are a lot of good ones out there.

You can start with this info if you like, and see if there is anything there that will help.

But you may want to do some specific Google searches to match your OS with a good tutorial. For example, if you use Win7, a Google search for..
"how to" xampp and wordpress "windows 7" will point you in good direction. Just add particulars for your situation to the search, and you should have it up and running in no time.
