Installation & the Database

Forgive me if I’m asking a question that’s already been explained, but I couldn’t find the answer.

I’m trying to install a new version of WordPress.
Once I’ve copied the files I can’t establish a database connection. Now I know there is no databse there. Does the install.php create the database or do I need to create it first?

If I need to create it, what specs do I use?
