Install WordPress on server with no php Admin panel

Hi,
I’m trying to install WordPress on a server that I don’t believe has an admin panel to set up the database. It may be hosted in Billy Bob’s basement (no offense to an Billy Bob’s out there). I’m trying to find out from my client if they know of a way to access an admin panel of some sort. They gave me the ftp address and login info so I have access to the root directory and files. I believe that it’s been a while since they had it set up. Can I install and setup myPHP or something on there to do it? If so, does anyone know of any simple step-by-step instructions how to do it? I don’t have any experience with that so the simpler the better. 🙂
Any ideas would be greatly helpful.
