install error

    what is wrong with this?

    Fatal error: Call to undefined function: __() in /hsphere/local/home/ole23/blog.o-madsen.dk/wp-admin/admin-functions.php on line 1443

    it is the install file I try to get to

    and

    Fatal error: Call to undefined function: wp() in /hsphere/local/home/ole23/blog.o-madsen.dk/wp-blog-header.php on line 14

    if I go to the index

    Is your wp-includes directory not present or corrupt?
    Because that __() function should be in wp-includes/l10n.php.

    the folder is there and I have even tried to upload the files again, nothing happend

    I have made the change in the config manually though
