Install as independant/Stand Alone on development machine

Trying to set up WP to run locally for development using windows 7 home premium on lap top. XAMPP is loaded & runs fine, but when trying to follow articles that explain how to install WP independant of internet access, either I am missing something or the article is.

Anyone know of a good tutorial “that works” for my OS???

mostly done — got to the point wp folder was dropped into ‘www’ folder. Entering the “http://127.0.0.1/wordpress/wp-admin/install.php” as prompted results in “Internet Explorer cannot display the webpage” — diagnostic yields “The remote device or resource won’t accept the connection Detected [yellow triangle w/!]”. I have disabled McAfee Firewall.
Any thoughts?

Dream Weaver ‘pirated’ all WP php files & marked them as Dream Weaver files — had to remove dream weaver & forgot to turn server back on. I’ll let you know what happens

I re-checked all steps in the link U sent = all are correct

I now get this msg, “Object not found! The requested URL was not found on this server. If you entered the URL manually please check your spelling and try again. If you think this is a server error, please contact the webmaster. Error 404 127.0.0.1 Apache/2.4.2 (Win32) PHP/5.4.6
when I enter “http://127.0.0.1/wordpress/wp-admin/install.php”

Sorry for the delay — had to shave & change for my internship.

Too close to the prob — thinking inside the inner box :-[

http://127.0.0.1 allowed me to open the config file creation page. With all info entered & checked for correctness, the IE progress circle has been rotating for several minutes.
