You don’t. That site linked to yours somehow. Google or Technorati blogsearch is reporting it as linking to you, and so there you go.
I didn’t get any attempts to load malware when I looked at it, but it is clearly spam so I flagged the blog for blogger/google to look at. I suggest you do the same (flag blog button, top of the screen).

No. The incoming links is simply the feed of links to your site from Technorati (old versions of WP) or Google Blogsearch (new versions of WP). It’s there as a convenience only, so you can see who’s linking to you easily.
