It used to be appropriate to include the Akismet plugin in the standard WordPress distribution - when it was free. But, now that Akismet is no longer free (except for blogs that run no ads whatsoever), I believe that it is a violation of the spirit of the WordPress community to give the endorsement implied by inclusion in the standard distribution to a non-free (actually rather expensive) plugin.
If the WordPress community can unite behind a free alternative to Akismet - such as G.A.S.P. - that would be great. Otherwise just let Akismet compete in the market for costly themes and plugins along with its competitors - without the inappropriate endorsement of being included in the WP distribution.

I just search for AKismet plugin in my new wordpress installation, it tell me that is already installed, but i can't find anywhere the setting page. very weird.
Akismet is still in the WordPress download from http://wordpress.org/download/
Is it listed on the Plugins page?

No, i don't see it, it's not listed in the plugins page
Perhaps you deleted it? You can download it again via http://wordpress.org/extend/plugins/akismet/ or using Plugins -> Add new.

I may delete the file directly on my server, because if i search in my admin for plugin it doesn't allow me to install it since it tell me i already have it.

Sorry about that but i didn't saw that it was in the tag, all plugin but i was in the active tab, it's was there
Sounds like you got a corrupted version. It might also be worth re-uploading all files & folders - except the wp-content folder - from a fresh download of WordPress - just in case there are other corrupt files.
