Is there a way to import from another wordpress without having to upload a sql file? I am separating the blog into two domains. One for a personal blog with a new domain and the over for news and tech. They will use the same database.
Would it work if I can't import to upload the file and change the first to letters so it will be a seperate one?

I am not sure I understand correctly what you are saying... but let's try :)
    1. I don't think there is a way to "import" without a sql file. What would you import if not data??
    2. Two blogs can share the same database, provided you use different prefixes for the tables.
    3. What 'files" do you want to upload if you cannot "import"?
Obviously if you want 2 (two) blogs, you have to upload twice the WP files - or in your case you have to upload them once again, but this second blog will be totally empty. If you want to bring over only posts from a certain category (e.g. tech or whatever) maybe someone could help yopu with a script that would backup only the posts from that category to put them in the tables for the second blog. However you'll still need to remove the same posts from the first db (or tables).

It I upload the file the second time it would just over right the first right? Would it work to change the prefix from wp to db and will work correctly?

You don't get it. If you want 2 blogs, you have to upload the WP files in 2 different directories. Then you have to run an install for the second blog - using the same DB name, same DB_user, same DB_user password, same DB host, BUT (!) different table prefix.
