Implement Issue Numbers (2 posts)

I would like to implement issue numbers to my site and I'm trying to figure out the best way to do that. For an example see alistaparts home page which has the issue number next to the branding:

    http://alistapart.com/

If you click that number it looks like you are taken to an issue archive page with a listing of articles in that issue.

    http://alistapart.com/issues/236

This issue functionality can also be seen on 3rd level topic listings:

    http://alistapart.com/topics/process/business/

That said, what would be the best way to implement this?

I've thought of making a category for each issue ie, 01, 02, 03 etc and assigning articles to those cats and then using custom loops to display posts from certain categories on archive/category pages. (One problem I see down the road though is the number of categories getting way out of hand quantity wise.)

Also, how then could I get say a variable for "issue" that would display the most recent issue number and a link to the issues archive page for use where I wanted to display it?

    Thanks in advance
