Image widget just not showing up

Using Weaver II theme, latest update, can’t get Image Widget to show up, I can install and place it on the side, but when I add something and hit Save, nothing happens, Image upload spins forever, too. Working on local rotary site, any help most appreciated.

YOu can see a yellow bar above the search feature where widg is supposed to be.
