Image Uploading Error

    When I use the upload feature below the posting box I keep getting this error, can I just re-upload the files and it should go away or is it permission based?

    Please upload wp-admin/admin-functions.php and wp-includes/pluggable.php again. Also, your upload folder [where your image will be uploaded] should have write permission enabled.
