   Could anyone explain why I'm having problems with permissions on uploaded images?

   Either using WS-FTP or my host's CPanel, I can't change the permissions to 777 (as required by an Image Gallery I'm trying to run).

   They won't save without defaulting back to 644 and 666. This doesn't cause a problem with displaying images in the WP native sytem, but it won't supply the images to the Image Gallery I'm using.

   Seems like you'd want to ask your host about this one.
