Whenever i try to install any plugin it just wont work, nothing happens/shows. Plus, i tried to change the overall language by putting a language pack on, but also it just didn't work. Its really annoying.

It really depends what plugins you've tried. Some need a shortcode added to post/page content. Other may require additions to various template files. And the final group may insert content automatically on specific post/page types.
