My hover menu is "under" the main picture using IE7 but working fine in chrome,firefox,ie6
is it any easy way to fix z-index on this css?

Try conditional comment CSS. Other than that, I'm afraid that it is beyond the remit of these forums to support general CSS & formatting questions. Try asking on a general webmaster forum. I'd also recommend using Firefox with the Firebug add-on for this kind of CSS work.
