Idea for conditional future posts plugin

I like having future posts ready to go when needed, but I don’t like having to decide when they’ll be posted. I would like a plugin that allows me to publish a post in the future under certain conditions. For example, if there have been no new posts in 2 days, publish this one. You could add posts to a queue, so the next one in the queue is published as required.

Sure I could just log in and publish something when I don’t have anything fresh, but sometimes the reason I don’t have anything new is because I’m not available or don’t have the time to even log in.

If this plugin exists, please let me know! If not, I’d love it if someone could make it, or tell me roughly how it could be done.
