Which theme are you using? Creating a child theme with your own CSS is pretty straight forward.

I would like to replace it ony if theres no option to get those hearts out of the picture. If its not an option, I want to edit the header in my photo program and put it back up. Is that even possible?

It's possible, but the hearts are in the jpeg file.
That background header is located at wp-content/themes/Valentine-Day/images/Header.jpg. Download that into your favorite photo program and re-upload the replacement (make a backup copy of the original file first).
Make sure that the new jpeg image is also 884x250 and you should be fine.
