i cant get image to show up in my secondary menu background

in my advanced stylings, i cant get a background image to show up in my second menu, my header or any other section. i uploaded a file that is exactly 42×42 px with the intentions to just do a repeat, but after trying every placement/position combination i could think of, i came to the conclusion that just must be doing something incorrectly. could you give me any advice?
