In Codex Pages > Changing the URL (or "Slug") of Your Pages it says I should create the page, then
4. Click Edit under the name of your page.
5. See the permalink under the title, and click the Edit link to change it.
It says I should see (for example):
Permalink: http://sgca.org/frcissues/?page_id=23 / Edit / View Page
But I actually see:
Permalink: http://sgca.org/frcissues/?page_id=23 / Change Permalinks / View Page
What’s happening? Thanks.

You need to configure permalinks first.
Settings > Permalinks

Thank you thank you I appreciate the reply.
but every time I try to update Permalinks like this:
Custom Structure > Category base Issues, Tag base %postname%
it flips back to Default.
Frustrated!

Did wp give you a message at the bottom with a code to update your .htaccess file?

No.
Top part of Permalink Settings says:
Permalink structure updated.
Middle part says:
Common settings
Default (selected) http://sgca.org/frcissues/?p=123
Bottom part says:
Optional
If you like, you may enter custom structures for your category and tag URLs here. For example, using topics as your category base would make your category links like http://example.org/topics/uncategorized/. If you leave these blank the defaults will be used.
Category base Issues
Tag base %postname%
Save Changes
That’s all!
