Probably some files are not correctly uploaded.
– switch to the default theme by renaming your current theme’s folder in wp-content/themes using FTP or whatever file management application your host provides.
– resetting the plugins folder by using FTP or whatever file management application your host provides. Sometimes, an apparently inactive plugin can still cause problems.
– delete and re-upload the wp-admin and wp-includes folders from a fresh download of WordPress by using FTP or whatever file management application your host provides.
@keesiemeijer: Thank you for your response, I am greatly appreciative. However, I’m a little concerned, as I’ve read on some forum threads within WordPress.org that some people are having this issue with fresh installs of WP 3.1 and 3.1.1. I’ve noticed that some people have tried it several times.
If it has to do with files not being uploaded correct, how is this problem only coming about with this new update?
It seems that several people are having this issue with the new WordPress Installation.
Do you truly believe that if I backup my database and then remove the WP install, then I will do so. I will remove the WP install, after backing up my files this evening. Then I will re-install WP on the problem domain and upload my sites database backup to the new install.
As far as the theme is concerned, I have posted the issue in the Elegant Themes forum and nobody else seems to be having a problem with their 3.1.1 upload, so I can assume that the theme and it’s inherited plugins are not the problem.
As for external plugins, I am only using the following:

Bullet Proof Security
Google XML Sitemaps
Simply Show IDs
So, once again, if you TRULY believe that this is what I need to do to correct this issue, please give me the word and I will proceed as i’ve stated. If you feel that I need to do something else, let me know.
Just for troubleshooting purposes I would switch to twenty ten and deactivate all plugins.
put permalinks to the default structure and back, or save the permalink structure if you’re already on default.
Try adding define(‘CONCATENATE_SCRIPTS’, false ); to the bottom of your wp-config.php file (just before the require_once line)
After that I would delete and re-upload the wp-admin and wp-includes folders from a fresh download. These folders usually don’t hold any files that are needed to back up.
I once had to re-upload the wp-includes folder twice before my problem was resolved.
after that I would rename the .htaccess file or delete it after a backup of the .htaccess file.
Also check for a .maintenance file in your main WP folder. If it’s there, delete it.
and After that I would re-upload all the other files in the root directory.

permissions differ with each hosting provider (check)
usually these settings will do:
All directories should be 755 or 750.
All files should be 644 or 640. Exception: wp-config.php should be 600 to prevent other users on the server from reading it.
With completion of each step check if your install is working correctly.
If it’s still broken I would ask my provider if there are any problems on their end.
And making a backup of the database never hurts.
I have updated my WordPress to 3.1.2
I have updated my PHP to 5.3x
I am running MySQL 5.0
I have cleared every browser that I use (including Firefox 4)
I have also deactivated all plugins and went back to Twenty Ten theme
The problem still persists…..no one has any other suggestions?
