.htacess file not present. what to do?

    Dear All,
    i am hosting WP3.2.1 on Windows hosting and consequently .htaccess file is not allowed on my server by my host. in this case what to do.
    i also found a config.xml file in the hosting folder which is also not editable.

    what to do in this case.

    more over i am totally unable to setup wordpress multisite on my host
    please tell me what to do.

    What kind of Windows Hosting? IIS 6 or IIS 7? Does your host have any information on how to use a webconfig file in lieu of htaccess?
