Browsing in my WordPress Dashboard under Manage => Files I clicked on the link “.htaccess (for rewrite rules )” and got the following error message:
Oops, no such file exists! Double check the name and try again, merci.
Clearly this isn’t so, since my WordPress blog works and since I can see my .htaccess file using my FTP software (isn’t it the .htaccess file that tells site visitors where to look for the website?). I am guessing WordPress or MySQL are just pointing to the wrong place when looking for the .htaccess file. How can I tell them the right place to look?

What every you’re using for a server may not be allowing you access to it since it;’s a hidden file.

I’d just stick to editing it if you need to via ftp.

There is another unresolved issue described at the link below, that I think this might resolve (if I can fix it).
For a server I’m using a Network Solutions Unix hosting package. I have set .htaccess to be writable.
