Some of the "less popular" tags don't even show up in my tag cloud (I assume this is to save screen space and only show the most used tags). However, how can I get a full list of tags? Is there a way to "expand" the tag cloud to show everything temporarily?

this is not possible with the buils-in tag cloud widget, eithout editing wordpress core files.
you can find customisable tag cloud widget plugins from the wordpress extend plugins page
