Excuse me for maybe sounding ignorant, but I don't know how to use this plugin. Can someone give me a step-by-step intro to getting this to work? I basically want to use this plug in for listing a bunch of external websites on a link page.

If that is all you need to do you don't need this plugin. You can just make a link page and if your theme has a links.php template use it. Any theme worth its salt should have one but if yours doesn't google links.php wordpress and you can find one.

It's not that I can't create links. I just wanted to have a page that listed my links differently. So I found this plugin and thought it looked cool. I still don't know how to use it.
