How to show GST when all the entry is blank like billing_state,billing_postcode

    Hello Please Suggest me
    i need to show gst when the all filed is blank like billing_state,billing_postcode,billing_address_1,billing_address_2 in checkout page.

    I have change on checkout.min.js but the above field is blank so GST not include but I need to show GST if all field will blank
