how to set up blogs with different permissions / configuration

hey

is there a way to create like a ‘preset’ for wordpress, so whenever a new user registers he can choose whether he wants to run a clean wordpress or he can choose one of the different blog setups, with different theme sets and plugins pre-configured. obviously id like to be able to modify these persmissions once the blog is set up (perform an update on users blog, change the blog ‘preset’).

is there a way to do this?
