A few months ago I set up a site for the first time using WordPress. This site is an online magazine. Now I need to set up a new "issue" but would like to keep the current one up until the new one is done. Is there a way to set up a preview site that can then be moved over later to become the live one?

yes, but you will have to do some database tweaks to the preview site database before bringing it live. Not major things, but steps that must be taken.
