How to set character encoding in twenty eleven them?

I have on my site both English and Hebrew. In Chrome and IE i have a problem with the Hebrew letters. It looks like Gibberish. I think the problem may be with the encoding.

How can i know what is my current encoding?
And how to change it?

In header.php it looks like this:
<meta charset=”<?php bloginfo( ‘charset’ ); ?>” />
(I don’t really understand what it means)
