how to restore the backup and edit it

    I reinstalled wordpress on my system.There is nothing left.

    I downloaded a complete backup file of a woo commerce wordpress site in tar_4 format.
    I need to make it run on localhost and edit it and make changes in few pages.
    Can you please guide me step by step to get it running on localhost and how to edit a page?
    Please reply fast.Its urgent.
