How to remove the blank space between menu and page content in Rustic theme?

    1. create a child theme
    2. add 

    #header {
padding: -100px 0 0 0;
min-height: 257px;
position: relative;
}

    to the bottom of stylesheet.css

    The line that determinantes the padding is min-height: 257px; so play around with the number there.
