How to Re-Install the wordpress..?

Hi Every body ,
Iam very new to wordpress and iam very attracting to wordpress…
This is my problem…
I install wordpress and I chech it is working or not..?
All are well but random password ( email) does not send…to any one…so iI delete all files in my domain and , i delete all db tables also .. and i re upload all files in to my server ..and when iam trying to install again.. it shows.., wp-config.php is not there so create first , so iam create the wp-config.php . then run the installer .., but the installer show this..” it was corrupted so delete the .htaccess file and reinstall this.” so .. i delete the .htaccess file and try again but this is working like this…my domain showing nothing…”
Please anyu body solve my problem…it is very urgent please friends….any body solve my problem…
