   I have up-loaded wp-cartoon plug-in in to the plug in folder and activated it.It is not functioning.What is correct and full sequence to make it working?

   That plugin is only listed as compatible up to WP 2.7.1.

   What exactly is going wrong? No picture displayed? or do you get any error messages?
   Did you add the cartoon widget to your sidebar or did you add the cartoon to one of your posts/pages?
