How to make my site ‘writeable’ so i can edit it…

Hi,
I’m stuck with trying to edit my website. I keep going back to the ‘changing file permissions’ page and I don’t understand how to edit still. In the end, do I have to just d/l the header/footer/etc and then edit and then upload thru ftp or can i just use my IE to edit? Thanks for your help!
