   is there any way i can create a site which provides email service?
   i am not any expert and don't even know the ABCs of coding.

   You'd need an Email server, witch most web hosts have but you'd need to configure it yourself, so probably dedicated. here's a place to look: http://squirrelmail.org/ - easy to configure.
   you might also need a way for users to sign up for your service.
