How to list all tags alphabetically with navigation links

I’m trying to create a page that lists all of my post tags alphabetically with alphabetical navigation at the top.

Basically I’d like that alphabetical navigation first, then have all of the tags listed below it. Clicking on a letter in the navigation would jump to the tags that begin with that letter.

which is close, but only shows tags once you click on the link. Ideally I’d like all of the tags already showing and the navigation simply jumping to the different sections on the list.

Any suggestions would be much appreciated.
