But I don't know how to upload new free theme on wordpress.org (WordPress Theme Directory) and wordpress.com.

All themes promoted here must be 100% GPL and 100% free to download. No dependencies on pay-for theme frameworks, club membership or other commercial add-ons. The "theme download" that you posted elsewhere was actually a 20M download that contained a complete copy of WordPress (what on earth for?) and the theme itself has been released under an MIT License - not GPL. On further investigation, the theme also de-registers the jQuery shipped with WordPress core - a definite non-no.
For these reasons, the topic in question was removed. Please do not re-post about the theme until these issues have been resolved.
Thanks Esmi, that reassures me of the quality of themes available at WordPress.org.
Just to clarify one point, the MIT license is GPL-compatible, and thus perfectly fine for wp-hosted themes.
However, the other issues that esmi pointed out are forbidden by the Theme Review standards. If you're interested in having your theme hosted here, it will have to pass a quality review according to the standards ronangelo posted; it's in your interest to be sure your theme passes all of those tests before you submit.

Sorry about the mix-up over the license. Trying to sort through which licenses are GPL-compatible is a real nightmare. :-(
