   I don't have a website up yet but want to create one using wordpress.org.

   do i have to create a domain first (on worpress.com)?

   or can i do it all under wordpress.org?

   No but you have to register your own domain name and obtain hosting. See http://codex.wordpress.org/Before_You_Install

   You need to register a domain name and also open a web hosting account to self host using WordPres.org...many providers do both, which is a good idea (although not required). WordPress.org makes some recommendations on hosts here. You can also do all of this using WordPress.com, but they are not as flexible.
