   let say i want to setup a free blog website for my local community website using wordpress as the blogging software. how to do it? (blogsome.com is an example who using WP).

   WordPress MU may be what you're looking for.

   go to the wordpress MU support site, which I believe it at mu.wordpress.org/support.
