How to get rid of ‘ and ’ after backup? (2 posts)

Am moving my wordpress to another host. I exported my database using phpMyAdmin after the DB exported by wp-db-backup had errors.

I imported the old database into the new database and now have a problem with single quote and double quote showing up as ’ and ‘

From extensive reading on here, I understand this to be an "encoding problem" but what the heck does that mean and how do I fix it? In the database file I exported, am I supposed to change all the instances of "latin1" to "UTF-8"? Will that fix the problem? Or is it something subtler than that?

    Help! Thanks guys.

I tried out the UTF8 sanitize plug-in...and it seems to have worked!

    http://wordpress.org/extend/plugins/wp-utf8-sanitize/

No clue what it did. But it fixed the weird characters.
