Have you tried making the post you want at top a ‘sticky’ post?
Go to Admin->Posts and edit the post you want at top. In the right column, click on ‘Edit’ next to ‘Visibility: Public’. Check the box that says ‘Stick this post to the front page’. Click ‘OK’ and ‘Update’.
See if that does what you want.

I want to add Text to Category Pages i.e Static Text Above Posts . I have searched some stuff here.

But how to find category.php and how to edit it. I dont have experience with PHP so please reply in a simple way. Will highly be obliged.
you will create category.php file and put the code from archive.php file. Also change something at your new file as your choice. want more dtls. Because I am title bit busy.
Still i dont have idea how to do this. Can anyone else help regarding placing DIFFERENT STATIC TEXT ABOVE DIFFERENT CATAGORIES.
It sounds like you need to create a template for each category. Then, create a Page with your static text in it and assign the corresponding category template to it.
If this is the case, it might require quite a bit of coding to get it working correctly.
