   I have a word press installed on my domain name halfbottlewines.comand i must of clicked something off, or changed a setting or something cause the site was fully up and running the day before. and i have no clue, how to get the index file in there if it wont let me login to the admin panel to change anything

   I would appreciate any information on this

   you can use FTP or SFTP or whatever file management application your host provides. Or, ask your hosting provider for assistance.
